What aren't the disaster survivors in Japan raping, robbing and looting like the survivors in New Orleans?

The Japanese government is very restrictive as to what news gets out and what doesn't. They have always been this way. Even during WW II the Japanese people didn't really know how the war was going until the end. If they could hide that from their own people why couldn't they hide it from the world as to what actually is happening? You don't know much about Japanese history. After all, they practically invented 'brain washing".
