Would you complain if the garbage people where so loud?

I live in a townhouse development in a very rural quiet area. During the day its very quiet so I always leave my 8 month old sons window open while he naps. The way the garbage situation is set up is, there is an outside closet right outside the door with a garbage can and all the garbage is put there.(The same in all the townhouses) Mondays and Fridays the garbage is taken out by a few teenagers in a truck who drive through and take out all the garbage. Today the girl went to take out the garbage and as yelling(pretty loud) "Ewww this is so nasty theres a bunch of nasty diapers in here" " This **** stinks" etc etc etc.. Before leaving she slammed the door the close the outside closet. While doing all of this my son woke up screaming from his nap, from her being so loud and obnoxious. I mean obviously diapers stink what do you expect when your a garbage person? lol Would you complain to the office about this situation? The office is in charge of these people.
