Cat problem??????????????

our cat has been peeing in the house alot lately. and dont know wut to do about it tho. there are a couple of problems with getting him neutered tho. for us, its too much to fit into our already tight budget. there's also the fact that since he may have or be a carrier of feline lukemia so he may not make it. there is also the possibility that he wont stop peeing in the house. wut i would like to know is are there any things that can be done to prevent him him from peeing everywhere? please please help with this. we really dont want to get rid of him and really love him.
