My dog won't stop eating my wife's panties?

I know, you might just say, well stop putting the panties on the ground. Well, I've told her that a thousand times and I almost got a nine iron up the head. So, instead of the obvious solution, help me think of something else. He has literally eaten all of them and then proceeds to throw them back up the next morning on the bedroom carpet. Punishing him doesn't seem to work, he just keeps doing it. I was thinking of putting chile powder all over one and leaving it out as bait. Maybe it would burn so much that he wouldn't want to do it. Or just maybe put a shock collar on him and give him a zap when he goes for it. I don't know, give me some ideas.
