Is the the best president we ever had, FDR, a socialist?

He made more social programs and dispersed wealth more then any president ever. The rich paid 80% in taxes under FDR and Truman. He also setup the infrastructure that allowed us to be a superpower decades later. Don't you think it is time we rebuild our infrastructure? Oh are we just going to continue to dwindle?
